Yesterday, the Interior Department posted a proposed rule to limit flaring and venting of natural gas on public lands. The rule will be good for everyone except the oil and gas operators who waste the gas, increasing methane and carbon emissions while giving the public nothing in return. The rule is clearly a step in the right direction. But there’s an interesting twist: Interior claims to be ignoring the climate benefits in issuing the rule.

Climate scientists at the Union of Concerned Scientists (UCS) have dubbed the six-month stretch from May through October “ Danger Season ” because of the confluence of extreme weather—record heat, raging wildfires, severe storms, and flooding—that is putting people at risk around the world. In 2022 alone, cities in Arizona, California, Nevada , Texas , and Utah recorded temperatures of 105°F on multiple days and often over long stretches.

At the start of the recent COP 27 climate meeting in Egypt, a United Nations report on the role of financial institutions in controlling climate change said, “There is no room for new investment in fossil fuel supply.”. With COP 27 now concluded, fossil fuel investment remains the elephant in the room. The international meeting yielded no breakthrough on phasing down emissions nor on the unconscionable levels to which banks and asset managers continue to bankroll oil, gas and coal.

In order to enforce those standards, the state must be granted a waiver by the Environmental Protection Agency, something which Congress makes very clear should be given under virtually all conditions.

Circuit Court of Appeals granted a writ of mandamus to the Center for Biological Diversity, imposing a deadline on EPA to issue an “effects determination” concerning the potential impacts of the pesticide cyantraniliprole. This effects determination was supposed to be issued before EPA registered the pesticide. Unfortunately, EPA did not do so.

On November 29, the California Energy Commission will hold a public hearing to question oil executives and experts about why gasoline prices have spiked in California in recent months despite drops in the price of crude oil and gasoline nationally. The record-high prices have yielded record-high profits for oil companies. San Ramon-based Chevron recently reported quarterly profits of $11.2 billion, for example, and ExxonMobil posted its largest quarterly profit ever—$19.7 billion.

In its regulatory impact analysis for the supplemental proposal, EPA included a sensitivity analysis detailing a revised methodology and new estimates for social cost of greenhouse gases (SC-GHGs), including carbon, methane, and nitrous oxide.
