“A Historic Day”: the World Court’s Big Climate Opinion

Making Polluters Pay for Climate Consequences

These bills are designed to function similarly to the federal Superfund law, which allows the Environmental Protection Agency (EPA) to seek funds retroactively from polluters to clean up contaminated sites. The bill would enact a Polluters Pay Climate Superfund Act of 2025 which would establish the Polluters Pay Climate Superfund Program.

She signed the bill into law on June 20, 2025. It was also a key recommendation in Maine’s 2024 Updated Climate Action Plan (that I helped develop as a member of the Energy Working Group) and the Maine Energy Plan the Governor’s Energy Office (GEO) submitted to the Legislature in January 2025.
