California seems to have conceived of its role as alternatively a backup for weak federal regulation or a model for future federal action. AB 1493 (Pavley Act).

Heavy-Truck Emission Standards Glendon King also raised the issue of Pennsylvania’s heavy-duty truck emission standards adopted in 2002 being coupled with California standards raising the cost of trucks to meet the standard. The California Air Resources Board (CARB) is considering amendments to its Low Carbon Fuel Standard (LCFS) regulation, but indicated they have no plans to address the problems caused by counter-productive subsidies for manure biomethane. California’s transportation fuel policy is knee deep in cow poop, and it’s not a good look.

The Department of Environmental Protection published notice in the November 6 PA Bulletin it is suspending the enforcement of the California Heavy-Duty Diesel Emissions Control Program in Pennsylvania through July 31, 2023. The suspension means the federal standards for heavy-duty diesel vehicles and engines will apply in Pennsylvania.
