Air pollution is harmful to human health as it exacerbates and causes an increase in health issues, like respiratory illnesses. The poor air quality—juxtaposed with the COP28 climate negotiations underway—made the need for action abundantly clear. I attended the climate conference as part of the UCLA Law delegation.

It appears to be of no concern to the Supreme Court’s 6-3 ultraconservative majority how children are collateral damage in its monumental rulings to close the 2021-22 term. The Supreme Court sharply limited the Environmental Protection Agency’s ability to slash carbon pollution from power plants. The data are overwhelming.

On April 30, Senate Bill 1174 (Stefano-R-Fayette) was reported out of the Consumer Protection and Professional Licensure Committee with unanimous Republican support that would allow any “public utility” to petition the Public Utility Commission to waive any law, regulation or policy under the Commission’s jurisdiction, if it benefits ratepayers.

The Governor approved a notable slate of climate legislation with a package that includes more stringent greenhouse gas (GHG) emission targets and measures designed to reduce the state’s reliance on fossil fuels. Implementation of these new laws will be the true test of that statement, but they provide an exciting starting point.

The flares from the refinery burned so bright after Hurricane Ida in 2021 that they could be seen 25 miles away. In a landmark ruling in 2021, a Dutch court ordered Shell to reduce its carbon emissions by 45 percent by 2030. Seven workers were killed in a 1988 explosion at the refinery.
