There arecurrently carbon standards in place for new power plants , which were set back in 2015; however, there are no standards for existing plants as neither the 2015 Clean Power Plan nor the 2019 Affordable Clean Energy Rule —both of which targeted existing facilities—remain in place.

Zero emission vehicles : Many of the report’s policy options are centered on a rapid transition to zero-emission vehicles, or ZEVs, which is expected to dramatically reduce GHG emissions and improve local air pollution as the state’s electric grid is also decarbonized. .

The EPA identified the alleged violations through field investigations conducted in 2018 and 2019.
