This report contains summaries of NEPA developments during 2018 as well as the NEPA Practice’s efforts for the past year. This annual report is prepared and published through the initiative and volunteer efforts of members of the NAEP’s NEPA Practice.

AS PREVIOUSLY PUBLISHED IN THE RURAL VOICE : The Federal Government’s Bill C-69, legislation “to modernize” the National Energy Board and the Canadian Environmental Assessment Agency, was passed by Parliament and received Royal Assent in June, 2019. The new Canadian Energy Regulator Act , which replaces the National Energy Board Act , came into force on August 28, 2019.

December 12, 2019. On December 5, the Environmental Integrity Project (a national nonprofit organization) issued a report on state funding for environmental protection programs. The report, The Thin Green Line, looks at staffing levels and funding for environmental programs between 2008 and 2018 in the lower 48 states. In addition to providing funding and position numbers for each state, the report profiles five states — including North Carolina.

The session finally ended in late October — and then reconvened to take up redistricting. The session failed to produce a comprehensive two-year budget. Governor Cooper vetoed the budget bill passed by the two chambers ( H 966 ).
