They’re called Scope 3 emissions, and they are key to understanding the big picture of a company’s impact on the environment. First, let me explain the three “scopes” of carbon emissions. Scope 1 emissions come from power plants, oil rigs and other sources directly owned or controlled by a company.

Yet Indonesia’s role in cutting energy emissions is crucial. As an archipelago, Indonesia is at the prey of sea level rise. Jakarta, a city of ten million, is only two feet above sea level. Carbon emissions from land use change (mostly logging) are comparable to Brazil’s, though Brazil gets a lot more publicity.

In an opinion by Justice Stevens, the Court held that the threat of sea level rise gave a state government standing to bring the suit. This gave EPA the power to impose limits on carbon emissions by vehicles and industry. EPA , the Obama Administration issued a series of regulations dealing with greenhouse gases.

Perhaps the most consequential of all Paxton’s actions, however, is a lawsuit he and AGs from 19 other states, including Louisiana, Mississippi and South Carolina, filed in 2021 challenging the EPA’s authority to curb power plant carbon emissions. At the same time, routine flooding is already a major problem.

It is difficult to implement a region-wide program to reduce carbon emissions from transportation fuels when only one state in the region is prepared to do so. . We’re not avoiding the cost associated with carbon in fuels by failing to implement TCI. It’s called an externality. That’s not a good long-term tradeoff.
