Regulating the carbon emissions of thousands of power plants is not a choice, it’s what’s required under the Clean Air Act and subsequent determinations and court decisions. The Clean Air Act generally prohibits a state from adopting its own motor vehicle emission standards. In 2013, EPA granted California a CAA waiver to regulate vehicle emission GHGs and establish a ZEV program. currently electing to do so. Unsurprisingly, California and other states sued to stop the revocation.
