The river, as with its inhabitants, are directly harmed by illegal mining, deforestation, and other extractive and harmful activities. Despite current inaction, constitutional law in Colombia now recognizes the Atrato River as a living entity with rights. Rather, the purpose may have been to empower the local communities.

Coal companies routinely walked away from gaping chasms in the land, polluted streams, and deforestation. The infrastructure act’s use of taxpayer dollars to finance the AML fund marks an abandonment of the intention of the mine cleanup law. The original law made coal companies pay for the industry’s past environmental harms.
