It is entirely different thing for a federal agency to make a rule (in other words, regulations) in accordance with that law. Although Congress passed legislation to ban lead-based paint in 1971, it did not go into effect until 1978. It is one thing for Congress to pass a law.

Just look at how protest songs helped fuel the Civil Rights Movement , anti-war demonstrations in the Sixties , anti-police brutality activism in the early 2000’s , and the Black Lives Matter marches of 2020. No wonder she doesn’t bother doing media interviews, which is how celebrities used to weigh in on social issues of great importance.
