But while greenhouse gas emissions may be reduced, a delivery fulfilled by a diesel-burning truck may lead to increases in emissions of smog-forming nitrogen oxides and lung-damaging particulate matter. The 28 funded projects will install 32 electric vehicle chargers for private and public use and put 95 electric vehicles, 24 compressed or renewable natural gas vehicles, and 11 propane vehicles on the road. The transportation sector makes up 22 percent of Pennsylvania’s total greenhouse gas emissions.

Enbridge promises to blend some hydrogen with natural gas, but that’s just a dangerous distraction. Blending a small amount of hydrogen into a gas plant won’t meaningfully reduce emissions. These are not real solutions. One is a subsidy to Enbridge—a fossil fuel giant—to build a fossil fuel power plant.

In addition to the 22 percent passenger and light duty vehicle requirement, the proposed regulation will also add a greenhouse gas fleet average requirement for Pennsylvania sales. Transportation generates 47 percent of nitrogen oxide and 21 percent of carbon dioxide emissions in Pennsylvania.
