This truck proposal is just more of the same: when considering credits, Option 1 gives away 12 percent of the first step of regulations (2027-2030), causing even further delayed action in an industry that hasn’t seen new tailpipe NO X regulation in over 20 years.

The national electricity plan projected that renewables will exceed coal in 2027. Much of the shift may have been due to recognition that renewables would provide more energy independence and would help get India’s crippling urban air pollution under control. Natural gas, oil, and nuclear are minor players.

The Advanced Clean Fleets (ACF) rule has the potential to significantly reduce climate-warming greenhouse gas (GHG) emissions as well as harmful air pollutants like fine particulates (PM2.5) These trucks regularly operate along industrial corridors – areas that often flank communities disproportionately impacted by air pollution.

The Advanced Clean Trucks standard modeled in the report would require manufacturers, beginning in 2027, to increase their zero-emission truck sales to between 30-50 percent by 2030 and 40-75 percent by 2035. The report was prepared by ERM and commissioned by NRDC and the Union of Concerned Scientists.

I recently wrote a (very wonky) paper about how giving credits to technology deployment in advance of the beginning of the rule in 2027 could pose a serious problem to the long-term effectiveness on the rule at driving the cleanest technology to market, but it’s worth summarizing here. EPA has proposed three different early credit programs.
