The 2024 State of the Air report I work every day on topics related to air in my role as a Senior Climate Scientist at UCS, through my volunteer grassroots work, and because I want to be a well-informed resident in the San Joaquin Valley. Ozone, too, poses significant risks to respiratory health. This is personal.

The Department of Environmental Protection published notice in the April 27 PA Bulletin inviting public comments on a proposed declaration of an Exceptional Air Quality Event due to 2023 wildfires from Canada and New Jersey causing elevated levels of nitrogen oxides and volatile organic compounds impacting ozone pollution in Pennsylvania.

Air pollution from ports comes from many sources: ships, trains, tugboats, cargo equipment, and – quite importantly – the trucks that move cargo containers to and from ports. The funding process for awarded projects is on a quick timeline, set to be released in late 2024. Here are a few examples (in no particular order).

On April 23, the Department of Environmental Protection announced the award of $2.9 million to seven applicants for the PA State Clean Diesel Grant Program , which provides financial incentives and support for fleet owners and operators to reduce air pollution from their vehicle fleets.

On April 9, the Department of Environmental Protection announced it has assessed significant civil penalties totaling $1,114,000 from Equitrans, L.P. The Department is committed to holding operators accountable, and we will continue monitoring the environmental impacts of this incident to ensure Pennsylvanians’ health and safety.”

These parts have three high-level impacts: Increasing electric truck purchase requirements for large commercial, federal, state, and municipal fleets, beginning as early as 2024 and ramping up to a 100-percent zero-emission fleet requirement in 2042, based on vehicle category. A full transition to electric drayage truck operations in 2035.
