The Government Accountability Office says that Congress needs to come up with a permanent solution , since the Yucca Mountain storage site has been taken off the table.

The main reason is that the government of Australia, as in California, refused to control burns for both environmental and health reasons. I don't think it's necessarily deliberate, but I think that's the result.
