The partial exemption petition process was created by a 2003 rulemaking for the Inventory Update Rule, the predecessor to the CDR Rule. 47102 (Aug. 23, 2021).]] EPA established the byproduct exemption petition process in the 2020 revisions to the CDR rule. The deadline for comments on the guidance is December 21, 2021.
