Fenceline communities will continue to face harmful health impacts from this pollution, even if greenhouse gas emissions decline over time.

That would of course include fossil gas, which consists of 85 to 90 percent methane, a significantly more potent heat-trapping gas than carbon dioxide. A 2022 study found that gas stoves leak methane, and more than three-quarters of the emissions occurred when the stoves were off.

This exceedance is a violation of Shell’s plan approvals ( PA-04-00740A , PA-04-00740B , and PA-04-00740C ) and the Pennsylvania Air Pollution Control Act and regulations. DEP is authorized under the Air Pollution Control Act to order compliance where appropriate.
