Global Perspectives on a Global Pact for the Environment

John Ruggie’s 2008 Framework imposes only a responsibility, not a legal duty, on companies to respect human rights. A duty imposed for more directly attributable pollution under The Pact, such as deforestation or oil spills, may be easier to define and therefore to enforce on corporations. The Global Pact could change this.
