The DEP Energy Programs Office began developing state climate action plans about 10 years ago, as required by the Pennsylvania Climate Change Act of 2008. Pennsylvania is acting to reduce carbon dioxide emissions from power plants.

In 2008, Congress directed EPA to develop a rule to “require mandatory reporting of GHG emissions above appropriate thresholds in all sectors of the economy.” The third disclosure regime at play in the United States comes from the Environmental Protection Agency (EPA) and focuses solely on GHG emissions.

The FWS concluded in 2008 that the trout should be listed but reversed course in 2014 and concluded that listing was no longer warranted.
