Today, hydrogen is overwhelmingly produced through a heavily polluting fossil fuel-based process. But hydrogen can be cleanly produced and, with the right guardrails in place, that clean hydrogen can then be used to clean up polluting parts of the economy that can’t readily convert to running on renewable electricity.

Department of the Treasury (Treasury) to carefully implement multiple new Inflation Reduction Act (IRA) tax credits, including the Section 45V Credit for Production of Clean Hydrogen (“45V”). UCS supports Treasury’s proposed temporal-matching requirement, with a phase-in of hourly matching by 2028 with no exemptions for legacy producers.

The two other large coal-fired plants-- Conemaugh (1,700 MW) and Keystone (1,700 MW)-- announced tentative plans to close in 2028. Over the last two decades, more than 60 coal electricity-generating units have closed in Pennsylvania due to competition with natural gas.
