The Advanced Clean Cars II rule would require 100% EV sales in California by 2035 and strengthen tailpipe emissions standards, resulting in an estimated 1,200 fewer deaths fro m air pollution by 2040. The rule required a waiver because it’s stronger than the federal Clean Air Act, and 13 states have already approved similar standards.

If we were really in an energy emergency, we would not kill a cost-efficient program that helps us conserve. My rock-ribbed Republican grandfather the youngest of 7 children who grew up in Utah during the Great Depression, who would re-use napkins like his life depended on it would be horrified at this utter contempt for conservation.

The noncontiguous state exemption is permitted until December 31, 2028, but per the legislation, may not be renewed beyond that date. Beginning in fiscal year 2028, if a state’s payment error rate is less than 6 percent, then the state will pay 0 percent, and the Federal government will pay 100 percent of the costs of benefits.
