In October 2021, EPA said it planned to issue a proposed rule in 2023 that could result in revisions to the decaBDE rule as well as the rules for the other four PBT substances. EPA proposed the listing in response to a petition submitted by the Toxics Use Reduction Institute in 2014 requesting the addition of 25 chemicals to the TRI list.
