Last Thursday, December 15, the Federal Energy Regulatory Commission (FERC) issued a notice of proposed rulemaking (NOPR) seeking comments on proposed changes to its regulations governing the siting of interstate electric transmission lines. greenhouse gas emissions by 50 to 52 percent below 2005 levels by 2030.
