The deep earth is not just full of hydrocarbon vapors, but also full of radiation. Excess radioactivity has been detected in the soil near well pads, downstream of water facilities where fracking wastewater is treated, and in landfills where fracking waste is dumped. And of course, regulations cannot stop air pollution.

The partial exemption petition process was created by a 2003 rulemaking for the Inventory Update Rule, the predecessor to the CDR Rule. The recommended actions fall under four categories: (1) ensure drinking water is safe; (2) manage environmental PFAS contamination; (3) reduce PFAS in products; and (4) understand and manage PFAS in waste.
