As an industrial chemical, vinyl chloride was one of the 62,000 chemicals “in commerce” at the time that the Toxic Substances Control Act (TSCA) was enacted in 1976, which means that it was essentially grandfathered in under the statute and presumed to be safe unless and until EPA made a finding of “unreasonable risk.”
