Under the law, “carbon neutrality” means that for every ton of CO 2 emitted in the state by a regulated EGU an equivalent amount of CO 2 must be reduced, removed, prevented, or offset. regulated by the Utilities Commission; and 2. coast where the federal Bureau of Ocean Energy Management has approved wind energy leases.
