The possibility of snagging some of this funding may also help nudge some lagging states to think seriously about cutting carbon emissions. California has now adopted a rule phasing out gas and diesel vehicles by 2035.

The November 2021 Infrastructure Investment and Jobs Act (IIJA), also referred to as the Bipartisan Infrastructure Law, or BIL, includes an $8 billion “regional clean hydrogen hubs” program that charges the Department of Energy (DOE) with the development of at least four hydrogen hubs to advance the nation’s clean hydrogen sector.

Acknowledging that the United States is a leading contributor to carbon emissions, the Biden administration has committed to cutting US emissions 50 to 52 percent below 2005 levels by 2030. This would require 1,400 to 10,100 miles of new high-capacity lines per year, assuming new construction began in 2026.
