Investors and governments will be expected to refer to the Taxonomy in order to determine whether an activity they want to pursue can be considered sustainable, and under what conditions (screening criteria). For example, the replacement of nuclear power generation by fossil fuels would still be considered a sustainable activity.

The governor of Florida uses a definition, the governments of New South Wales in Australia use different definitions. The main reason is that the government of Australia, as in California, refused to control burns for both environmental and health reasons. I don't think it's necessarily deliberate, but I think that's the result.
