John Ruggie’s 2008 Framework imposes only a responsibility, not a legal duty, on companies to respect human rights. Over the past 25 years, various attempts have been made to draft an overarching international instrument with regard to the protection, conservation and restoration of the environment. The Global Pact could change this.
