DEP Posted 109 Pages Of Permit-Related Notices In February 17 PA Bulletin

Highlights of the environmental and energy notices in the
February 17 PA Bulletin-- 

-- The Department of Environmental Protection published this notice in the February 17 PA Bulletin announcing final residual waste guidance and inviting comments on a new draft guidance for residual waste transporters--

     -- Final Guidance: Minor Revision To Residual Waste and Special Handling Waste Streams - DEP ID: 258-2000-764: This TGD identifies and describes procedures for the disposal of residual waste and special handling wastes at permitted waste processing facilities and waste disposal facilities in the Commonwealth. It applies to and will assist persons and municipalities operating the facilities that need to file appropriate forms in order to receive Department approval to accept residual waste or special handling waste for processing or disposal.

     -- New Guidance: Guidelines for the Preparation of a Contingency Plan for the Transportation of Residual Waste - DEP ID: 254-5900-002. This TGD describes the process by which transporters of residual waste may comply with the Department's rules and regulations for developing a Transporter's Contingency Plan. Residual waste transporters are required to have a contingency plan to address and report incidences, such as spills and fires that might occur while transporting residual waste.  Comments due March 18.


-- PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - February 17 [PaEN]


-- The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments on a major amendment to the Chapter 102 permit for the Mariner East II Natural Gas Liquids Pipeline in West Goshen Township, Chester County.  (PA Bulletin, page 850)

The purpose of the proposed amendment is for the installation of Best Management Practices on property owned by Sunoco in order to comply with the West Goshen Township Stormwater Ordinance.  Read more here.


-- The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments and holding a hearing March 20-- if requested-- on a proposed change to an existing Title V Air Quality Permit for the Eastern Gas Transmission & Storage, Inc. Punxsutawney Compressor Station in Perry Township, Jefferson County.  (PA Bulletin, page 795)   Read more here.


-- The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments on a proposed Air Quality State Implementation Plan amendment incorporating RACT III requirements for the PEI Power Corp natural gas-fired power plant located in Archbald Borough, Lackawanna County.  (PA Bulletin, page 851)   Read more here.


--  The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments on a proposed Air Quality Plan Approval for the Encina Fort Union LLC chemical plastics recycling facility proposed to be located in Point Township, Northumberland County. -- The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments on a Chapter 105 permit for a MarkWest Liberty Midstream & Resources, LLC project to expose four natural gas pipelines for over 5,500 feet-- 12-inch (2), 16-inch, 20-inch-- for approximately six months to avoid damage from longwall coal mining at a site located in Donegal Twp., Washington County, impacting Dutch Fork (High Quality), wetlands and associated floodways in 31 different areas.  (PA Bulletin, page 811Read more here.


-- The Department of Environmental Protection published notice in the February 17 PA Bulletin that it has issued a Chapter 105 permit to PennEnergy Resources, LLC for a water withdrawal structure on Big Sewickley Creek located in Economy Borough, Beaver County. -- The Department of Environmental Protection published notice in the February 17 PA Bulletin announcing it has issued a Technical Deficiency letter to Equitrans on the Final Act 2 Land Recycling Report on remediation of soil contaminated with chloride, aluminum, boron, barium, iron, lithium, manganese, selenium, strontium, vanadium, zinc, acetone, xylenes, 2-butanone (MEK), and carbon disulfide to the Statewide Health Standards for the George Reade conventional gas well at the Rager Mountain Gas Storage Facility located in Jackson Twp., Cambria County.   (PA Bulletin, page 835)


-- The Susquehanna River Basin Commission published notice in the February 17 PA Bulletin it is scheduled to hold a March 14 business meeting to consider a variety of issues, including water withdrawal requests-- eight shale gas development requests-- and a general permit for cooperative fish nurseries.  Read more here.


-- The Public Utility Commission published notice in the February 17 PA Bulletin seeking public comments concerning a proposed $250,000 settlement related to the over-pressurization of the Peoples Natural Gas distribution system serving the community of Robinson, Indiana County, that caused a wide range of damage to utility and customer equipment.  Read more here.


-- The Public Utility Commission published notice in the February 17 PA Bulletin seeking public comments on a petition by the Williams Companies, Inc. to declare that two planned 11 MW solar energy facilities not directly connected to a distribution system qualify to generate Solar Alternative Energy Credits under the Alternative Energy Portfolio Standards.

The solar energy facilities are proposed to provide electricity to Transco natural gas compressor stations in Columbia (Station 610) and Wyoming (Station 605) counties.  Read more here.

-- The Department of Environmental Protection published notice in the February 17 PA Bulletin it is now accepting  applications for Section 902 Act 101 Local Recycling Program Implementation Grants.  The deadline to apply is May 10.  Read more here.

-- The Department of Agriculture published notice in the February 17 PA Bulletin it will accept applications for the Agricultural Business Development Center Farm Vitality Planning Grant Program starting July 1.
