PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - October 14

The following DEP notices were published in the
October 14 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection has scheduled a November 14 hearing on a proposed RACT III Air Quality Permit for the Energy Transfer Marcus Hook Terminal in Delaware County.

The Marcus Hook Terminal is a hub for the transportation, storage and shipment of natural gas liquids coming through the Mariner East Pipelines.  The facility is located in an environmental justice area.  (PA Bulletin, page 6496Read more here.


Land Recycling/Brownfield Cleanups

-- EQT Corporation - Master Splinter Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with chloride, aluminum, barium, lithium, manganese, selenium, strontium, vanadium, boron, zinc, and iron for the pad located in Somerset Twp., Washington County.  (PA Bulletin, page 6517

-- Penneco Oil Company, Inc. - Swianteck #3 Conventional Well: DEP received a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc for the well pad located in Perry Twp., Fayette County.   (PA Bulletin, page 6517

-- Chesapeake Appalachia, LLC - Floydie 22HC Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater for the well pad located in Tuscarora Twp., Bradford County.  (PA Bulletin, page 6518


Storage Tank Corrective Action Reports

-- Oxford Fuels - Storage Tank: DEP disapproved a Remediation Action Completion Report on remediation of soil and groundwater contaminated with unleaded gasoline for a facility located in Oxford Borough, Chester County. (PA Bulletin, page 6528

-- Rest Star Express - Storage Tank: DEP disapproved A Remedial Action Plan for remediation of oil and groundwater contaminated with diesel fuel and gasoline for a facility located in Leetsdale Borough, Allegheny County.  (PA Bulletin, page 6528

-- Sunoco - Storage Tank: DEP disapproved a Remediation Action Completion Report for remediation of soil and groundwater contaminated with unleaded gasoline for a facility located in Harrison Twp., Allegheny County.  (PA Bulletin, page 6528

-- AT&T Corporation - Storage Tank Closure-In-Place Variance: DEP issued a closure-in-place variance for two underground storage tanks for a facility located in Philadelphia. (PA Bulletin, page 6529

-- American Refining Group, Inc. - Storage Tank Containment Permeability Variance: DEP issued a variance to replace one issued on August 19, 2023 related to excluding 13 aboveground storage tanks from certain emergency containment structure permeability requirements for the facility located in Bradford, McKean County.  (PA Bulletin, page 6529


Air Quality Permits

-- Energy Transfer Marketing & Terminals, LP - Marcus Hook Terminal: DEP invites comments on a RACT 3 Air Quality Permit for the facility located in Marcus Hook Borough, Delaware County.  Nov. 14 hearing scheduled.  (PA Bulletin, page 6496Read more here.

-- Peoples Natural Gas - Roaring Run Compressor Station: DEP issued a State Only Air Quality Permit covering multiple air pollution resources at the facility located in Kiskiminetas Twp., Armstrong County.  (PA Bulletin, page 6519

-- Graymont (PA), Inc. - Natural Gas Facility: DEP authorized de minimis increases in emissions from multiple air pollution sources at the facility located in Spring Twp., Centre County.   (PA Bulletin, page 6520

-- SWN Production Company, LLC - Warner Water Transfer Facility: DEP issued a determination of applicability for a WMGR123 General Waste Permit for the shale gas wastewater facility located in New Milford Twp., Susquehanna County. (PA Bulletin, page 6518

-- SWN Production Company, LLC - Lake Water Transfer Facility: DEP issued a determination of applicability for a WMGR123 General Waste Permit for the shale gas wastewater facility located in New Milford Twp., Susquehanna County. (PA Bulletin, page 6519


Chapter 105 Encroachment Permits

-- Chesapeake Appalachia, LLC - Water Supply Intake: DEP issued a Chapter 105 permit for a water supply intake on the Susquehanna River and related pipelines located in Asylum Twp., Bradford County.  (PA Bulletin, page 6522

-- MarkWest Liberty Midstream & Resources, LLC - Exposing 2 Natural Gas Pipelines In Advance Of Longwall Coal Mining: DEP issued a Chapter 105 permit for exposing two natural gas pipelines located in Donegal Twp., Washington County.  (PA Bulletin, page 6523

-- Eastern Gas Transmission & Storage, Inc. - Replace Valve Assembly On Natural Gas Storage Well: DEP issued a Chapter 105 permit for the project located in Hempfield Twp., Westmoreland County.  (PA Bulletin, page 6525
