PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - July 15

The following DEP notices were published in the
July 15 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Brownfields Risk Assessment Disapproval

-- American Refinery Group Refinery: DEP disapproved a Risk Assessment for the refinery located in Bradford, McKean County involving soil and groundwater contaminated with Benzene, Toluene, Ethyl Benzene, Xylenes (total), Cumene (Isopropylbenzene), Methyl tert- Butyl Ether, Naphthalene, Trimethyl benzene, 1,2,4- (Trimethyl benzene, 1,3,4-), Trimethyl benzene, 1,3,5-, Fluorene, Phenanthrene, Anthracene, Pyrene, Chrysene, Benzo(a)anthracene, Benzo(b)fluoranthene, Benzo(a) pyrene, Benzo(g,h,i)perylene and groundwater: Benzene, Toluene, Ethyl Benzene, Xylenes (total), Cumene (Isopropylbenzene), Methyl tert-Butyl Ether, Naphtha- lene, Trimethyl benzene, 1,2,4-(Trimethyl benzene, 1,3,4-), Trimethyl benzene, 1,3,5-, Phenanthrene, Pyrene, Chrysene for EU-6.  (PA Bulletin, page 3760Read more here.


Exposing Natural Gas Pipeline Ahead Of Longwall Mining

-- CNX Midstream Operating Company, LLC - Exposure Of 2 Natural Gas Pipelines Ahead Of Longwall Underground Coal Mining: DEP invites comments on the project located in Morris Twp., Greene County to expose the pipelines for a period of one year.   (PA Bulletin, page 3742Read more here.


Land Recycling/Brownfield Cleanups

-- Greylock Production, LLC - Beacon Well Pad: DEP received a Notice of Intent to remediate soil and groundwater contaminated by releases of production wastewater for the well pad located in Greene Twp., Greene County. (PA Bulletin, page 3731)

-- Chesapeake Appalachia LLC - Susan Well Pad: DEP received a Final Report on the remediation of soil contaminated by releases of production wastewater for the well pad located in Auburn Twp., Susquehanna County.  (PA Bulletin, page 3758)

-- CNX Gas Company, LLC - NV 110 Well Pad: DEP received a Final Report on the remediation of soil contaminated with “RCRA Metals” [one or more of arsenic, barium, cadmium, chromium, lead, mercury, selenium, silver] for the well pad in East Finley Twp., Washington County. (PA Bulletin, page 3759)

-- Seneca Resources Company, LLC - Clermont Rad E ESG: DEP approved a Final Report on the remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, zinc, and vanadium for the facility located in Jones Twp., Elk County. -- Greylock Production, LLC - Skib A Well Pad: DEP approved a Final Report on soil contaminated with aluminum, arsenic, barium, boron, bromide, chloride, iron, lead, lithium, manganese, selenium, strontium, vanadium, and zinc for the well pad located in Jefferson Twp. -- Ameresco, Inc. - Greenridge Landfill Renewable Natural Gas Processing Facility: DEP invites comments on Air Quality Plan Approval for the facility located in East Huntingdon Twp., Westmoreland County. (PA Bulletin, page 3734)

-- Texas Eastern Transmission - Grantville Compressor Station: DEP invites comments on a State Only Air Quality Operating Permit for the facility located in East Hanover Twp., Dauphin County. (PA Bulletin, page 3735)

-- EQM Gathering Opco, LLC - Pigging, Pipeline Operations: DEP issued an Air Quality Plan Approval for a variety of air pollution sources including a natural gas dehydration unit, thermal oxidizer, pigging operations (venting and blowdowns), truck loading operations for a facility located in Aleppo Twp., Greene County.  (PA Bulletin, page 3761)

-- Hamilton Patriot LLC - Natural Gas-Fired Power Plant: DEP extended the Air Quality Plan Approval for the electrical generation capacity increase to December 16, 2023 for the facility located in Clinton Twp., Lycoming County.(PA Bulletin, page 3761)
