Highlights of the environmental and energy notices in the latest PA Bulletin-- The Environmental Quality Board published final regulations in the September 10 PA Bulletin making changes to coal refuse disposal requirements. The DEP Board Of Coal Mine Safety published final regulations prohibiting electronic liquid-vaporizing devices in underground bituminous coal mines in the September 10 PA Bulletin.
