PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - August 19

The following DEP notices were published in the
August 19 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

PA General Energy - Shawnee Water Withdrawal

The Department of Environmental Protection published notice in the August 19 PA Bulletin inviting comments on a revised Chapter 105 encroachment permit for the PA General Energy Shawnee shale gas drilling water withdrawal structure and pipeline utility crossing built out of compliance with its original permit.  (PA Bulletin, page 5216)

The project is located in Gamble and Plunketts Creek Townships in Lycoming County and withdraws water from the Exceptional Value Loyalsock Creek.  

The Susquehanna River Basin Commission is also accepting public comments on a major modification to its permit for the water withdrawal structure for the same reason.   Read more here.


Philadelphia Refinery Sites

-- Evergreen Resources Management - Former Philadelphia Refinery Site: DEP received a Risk Assessment concerning remediation of soil and groundwater contaminated with lead and organics for the site located in the City of Philadelphia.  (PA Bulletin, page 5236)

-- Evergreen Resources Management - Philadelphia Energy Solutions Refinery Site: DEP received a Remedial Investigation Report on the remediation of groundwater contaminated with lead and petroleum hydrocarbons for the facility located in the City of Philadelphia.  (PA Bulletin, page 5237)


Land Recycling/Brownfield Cleanups

-- Chesapeake Appalachia, LLC - Fox Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated by release of lubricating oil at the pad in Mehoopany Twp., Wyoming County.   (PA Bulletin, page 5204)

-- Sunoco Pipeline LP - Tinicum Release Site: DEP received a Remedial Investigation Report/ Cleanup Plan on the remediation of soil and groundwater contaminated with unleaded gasoline at a site located in Tinicum Twp., Delaware County.  (PA Bulletin, page 5236)

-- Evergreen Resources Management - Former Philadelphia Refinery Site: DEP received a Risk Assessment concerning remediation of soil and groundwater contaminated with lead and organics for the site located in the City of Philadelphia.  (PA Bulletin, page 5236)

-- Evergreen Resources Management - Philadelphia Energy Solutions Refinery Site: DEP received a Remedial Investigation Report on the remediation of groundwater contaminated with lead and petroleum hydrocarbons for the facility located in the City of Philadelphia.  (PA Bulletin, page 5237)

-- Coterra Energy, Inc. - D.Payne Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with compressor oil for the pad in Harford Twp., Susquehanna County.  (PA Bulletin, page 5237)

-- CNX Gas Company, LLC - NV 110 Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with one or more RCRA metals (arsenic, barium, cadmium, chromium, lead, mercury, selenium or silver) on the pad located in East Finley Twp., Washington County. -- Repsol Oil & Gas USA, LLC - Caprio Shale Gas Well Pad: DEP issued a technical deficiency letter on the Final Report on remediation of soil and groundwater contaminated with production wastewater for the pad in Apolacon Twp., Susquehanna County. (PA Bulletin, page 5237)


Underground Injection Well Permit

-- Roulette Oil & Gas Company, LLC - Oil/Gas Wastewater Injection Well: DEP provided notice it is extending the public comment period on this application to September 7 for the facility proposed in Clara Twp., Potter County. PA Bulletin, page 5249)   Read more here.


Air Quality Permits

-- Hazleton Generation LLC - Electric Generation Facility: DEP invites comments on intent to renew Title V Air Quality Permit for the facility located in Hazle Twp., Luzerne County.  (PA Bulletin, page 5209)

-- Fairless Energy LLC - 4 Gas Turbines: DEP invites comments on intent to renew Air Quality Acid Rain Permit for facility located in Falls Twp., Bucks County.  (PA Bulletin, page 5210)

-- A&S Production Inc. - Natural Gas Processing Plant: DEP invites comments on intent to renew State Only Air  Quality Permit for the facility located in Hickory Twp., Forest County.   (PA Bulletin, page 5211)

-- UGI Texas Creek, LLC - Lovell Compressor Station: DEP issued an Air Quality Plan Approval for multiple sources of air pollution, including pigging operations, at the compressor station located in Liberty Twp., Tioga County. (PA Bulletin, page 5239)

-- Waste Management Renewable Energy, LLC - Landfill Gas Project: DEP issued Air Quality Plan Approval for the facility in Falls Twp., Bucks County.  (PA Bulletin, page 5240)

-- Beaver Dam Energy, LLC - Electric Generation Facility: DEP issued a State Only Air Quality permit for the facility in Canton Twp., Bradford County. (PA Bulletin, page 5241)

-- UGI Bethlehem LNG, LLC - Gas Transmission, Distribution Facility: DEP issued a State Only Air Quality permit for the facility in the City of Bethlehem, Northampton County.   (PA Bulletin, page 5241)

-- Perennial Energy CMM Pennsylvania, LLC - Mine Methane Flare Site: DEP issued State Only Air Quality permit for the facility in Wayne Twp., Greene County.  (PA Bulletin, page 5242)


Waste Permits

-- Waste Management Renewable Energy, LLC - Landfill Gas Project: DEP issued a General Waste Permit for Fairless Renewal Landfill Gas Facility in Falls Twp., Bucks County.  (PA Bulletin, page 5238)


Storage Tank Containment Standard Variance

-- American Refining Group Refinery - 10 Aboveground Storage Tanks: DEP issued a variance under the state Storage Tank and Spill Prevention Act to the Refinery in Bradford, McKean County from the requirement to install emergency containment structures for 10 aboveground petroleum product storage tanks that meet a 1 x 10 to -6 maximum permeability requirement.   (PA Bulletin, page 5250). Chapter 105 Encroachment Permits

NPDES Stormwater Permits

-- Peoples Natural Gas Company - 10 Miles Of Gas Pipelines: DEP invites comments on NPDES Stormwater Permit for installation of 10 miles of 2, 3, 4 and 6-inch gas pipelines using some horizontal drilling in Beallsville and Deemston Boroughs, North Bethlehem, Somerset, West Bethlehem and West Pike Run Townships in Washington County to discharge into Center Granch Pigeon Creek, Plum Run, Daniels Run and Pigeon Creek.  (PA Bulletin, page 5202)

-- Eastern Gas Transmission & Storage, Inc. - Pipeline Project: DEP issued a Chapter 102 permit for a project impacting Kettle Creek (Exceptional Value) and Drury Run (Exceptional Value) in Leidy Twp., Clinton County.  (PA Bulletin, page 5246)

-- Campbell Oil & Gas, Inc.: DEP issued a Chapter 102 permit for a project impacting Clearfield Creek in Bigler Twp., Clearfield County.  (PA Bulletin, page 5246)

-- EQM Gathering Opco LLC - Pipeline Project: DEP issued a Chapter 102 permit for a project impacting Clawson Run, PA Forck Dunkard Creek and Pumpkin Run in Gilmore Twp., Greene County.  (PA Bulletin, page 5246)


Clean Water Act Section 401 Certification

-- Texas Eastern Transmission, LP - Appalachia to Market II & Armagh & Entriken HP Replacement Pipeline Project: DEP issued a federal Clean Water Act Section 401 certification for the project located in Lebanon County (North Lebanon, Bethel and Jackson Townships); Indiana County (West Wheatfield Township); Huntingdon County (Todd Township); Fayette County (North Union Township); Cambria County (Jackson Township).   (PA Bulletin, page 5248)
