DEP Invites Comments On Draft PA Energy Development Authority Energy Development Plan; $156 Million In Solar For All Funding Still Locked Up

The Department of Environmental Protection published
notice in the May 10 PA Bulletin inviting comments on the PA Energy Development Authority draft Energy Development Plan.  Comments are due June 13.

The Authority provides financial and technical assistance to energy projects that will expand the market for the Commonwealth's clean and diverse energy portfolio while mitigating the impacts of climate change, improving public health, protecting the environment and strengthening economic development.

The Plan, required by the Act creating the Authority, articulates the Authority’s energy policy goals and serves as a plan for the allocation and distribution of financial and technical assistance to achieve PEDA's mission.

To increase energy reliability and security, the Authority seeks to promote--

-- The development of energy resources indigenous to Pennsylvania. Pennsylvania has an abundance of natural resources within its borders, including natural gas; waste coal found in the western and northeastern portions of the state; and renewable resources such as hydro, wind, and solar, as well as biomass and biogas resources associated with municipal and agricultural operations.

-- Increase the use of these resources will lessen Pennsylvania’s reliance on foreign sources of energy.

-- The diversification of energy generation by supporting a broad cross-section of clean energy technologies.

PEDA will encourage the deployment of distributed generation projects for critical public infrastructure around the state.

The Plan notes the US Department of Energy awarded $156 million Solar for All grant to PEDA for a statewide solar installation and workforce program focusing on low-income and disadvantaged communities.

[Note: Distribution of the Solar for All funding is currently blocked by a provision in the Fiscal Code bill passed with the FY 2024-25 state budget that requires specific legislation to authorize this program.

[In March, the House Energy Committee reported out House Bill 362 (Fiedler-D-Philadelphia) to unlock this funding, but it remains in the House Appropriations Committee.  Read more here.]

The Plan also notes in 2023, PEDA was deemed a State Energy Financing Institution (SEFI) by DOE giving PEDA access to over $400 billion that DOE’s Loan Programs Office has made available to augment state-administered clean energy programs. 

As a SEFI, PEDA is positioned to tap these funds for use as capital in existing or new EAP products, or even as capital for loans to clean energy business development projects in Pennsylvania, including renewable energy implementation and manufacturing projects.
