PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - November 11

The following DEP notices were published in the
November 11 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection published notice in the November 11 PA Bulletin it is inviting comments and will hold a public hearing December 19 on a proposed Air Quality RACT 3 Plan Approval permit for the Transcontinental Gas Pipe Line Company, LLC Compressor Station 517 in Jackson Township, Columbia County-- if a hearing is requested.  (PA Bulletin, page 7050)  (PA Bulletin, page 7083Read more here.


Land Recycling/Brownfield Cleanups

-- Former BP Petroleum Products Terminal: DEP approved a Final Risk Assessment, Final Report for remediation of soil and groundwater contaminated with “contaminants of concern” for the facility located in Sinking Spring Borough, Berks County.  (PA Bulletin, page 7073)


Waste Permits

-- Mon River Dock Company - Karen Dock Oil & Gas Liquid Waste Processing Facility: DEP revoked the WMGR123 General Permit for the facility located in East Bethlehem Twp., Washington County. The facility was never constructed.  (PA Bulletin, page 7074)

-- EQT Production Company - Oil & Gas Liquid Waste Processing Facility: DEP revoked the WMGR123 General Permit for the facility located at the Haywood Tank Pad Facility in Carroll Twp., Washington County. The facility was closed by the company. (PA Bulletin, page 7075)

-- EQT Production Company - Oil & Gas Liquid Waste Processing Facility: DEP revoked the WMGR123 General Permit for the facility located at the Fowler Aboveground Storage Tank Facility in North Bethlehem Twp., Washington County. The facility was closed by the company. (PA Bulletin, page 7075)

-- EQT Production Company - Oil & Gas Liquid Waste Processing Facility: DEP revoked the WMGR123 General Permit for the facility located at the Christen Aboveground Storage Tank Facility in Morgan Twp., Greene County. The facility was closed by the company. (PA Bulletin, page 7075)

-- EQT Production Company - Oil & Gas Liquid Waste Processing Facility: DEP revoked the WMGR123 General Permit for the facility located at the Magnum Aboveground Storage Tank Facility in Center Twp., Greene County. The facility was closed by the company. (PA Bulletin, page 7075)

-- EQT Production Company - Oil & Gas Liquid Waste Processing Facility: DEP revoked the WMGR123 General Permit for the facility located at the Glass Joe Aboveground Storage Tank Facility in Aleppo Twp., Greene County. The facility was closed by the company. (PA Bulletin, page 7075)


Air Quality Permits

-- Eastern Gas Transmission & Storage, Inc. - South Oakford Compressor Station: DEP invites comments on Air Quality Plan Approval to operate air pollution sources at the facility located in Hempfield Twp., Westmoreland County. [correction to earlier notice]  (PA Bulletin, page 7049)

-- Transcontinental Gas Pipe Line Company, LLC - Compressor Station 517: DEP invites comments on Air Quality RACT 3 Plan Approval for the facility located in Jackson Twp., Columbia County.  A hearing-- if requested by December 6-- will be held on December 19 at DEP’s Northcentral Regional Office in Williamsport starting at 1:00 p.m.  The status of the hearing will be posted on the DEP Office Community Information webpage.  (PA Bulletin, page 7050)  (PA Bulletin, page 7083)

-- Sunoco Pipeline LP - Icedale Pump Station: DEP invites comments on State-Only Air Quality Permit for the facility located in West Brandywine Twp., Chester County.  (PA Bulletin, page 7054)

-- SWN Production Company - WR-63 Knosky Shale Gas Pad: DEP issued an Air Quality Plan Approval for multiple sources of air pollution at the well pad, including compressors, pipeline pigging and others for the facility located in Middletown Twp., Susquehanna County. (PA Bulletin, page 7075)

-- CPB Fairview, LLC - Natural Gas-Fired Power Plant: DEP issued Air Quality Plan Approval Extension for the facility located in Jackson Twp., Cambria County. (PA Bulletin, page 7076)

-- Hamilton Liberty, LLC - Natural Gas-Fired Power Plant: DEP renewed the Title V Air Quality Permit for the facility located in Asylum Twp., Bradford County. (PA Bulletin, page 7076)

-- Hazleton Gen, LLC - Natural Gas-Fired Power Plant: DEP renewed the Title V Air Quality permit for the facility located in Hazle Twp., Luzerne County.  (PA Bulletin, page 7077)

-- Monroe Energy, LLC - Trainer Refinery: DEP issued an Air Quality Plan Approval for certain air pollution sources at the facility located in Trainer Borough, Delaware County.   (PA Bulletin, page 7077)

-- UGI Texas Creek LLC - Pierson 810 Compressor Station. DEP issued an Air Quality General Permit (AG5) for the facility located in Gaines Twp., Luzerne County.  (PA Bulletin, page 7078)


Chapter 105/Section 401 Encroachment Permits

-- Chesapeake Appalachia LLC - Temporary Water Pipeline: DEP invites comments on Chapter 105 permit for multiple stream, floodway and wetland impacts for pipeline project located in Albany and Terry Townships, Bradford County. (PA Bulletin, page 7057)

-- CNX Midstream Operating Company, LLC - Two 24-inch, 13.9 Mile Natural Gas Pipelines/ 20-inch, 3.9 mile permanent water pipeline: DEP invites comments on Chapter 105 permit for multiple stream, floodway and wetland impacts for the pipeline project located in Bell, Loyalhanna and Salem Townships, Westmoreland County.  (PA Bulletin, page 7059)

-- CNX Gas Company, LLC - Beaver Reservoir Water Intakes/Pipeline: DEP issued a Chapter 105 permit for the project located in the Beaver Run reservoir in Washington Twp., Westmoreland County.   (PA Bulletin, page 7059)

-- NFG Midstream Clermont, LLC - Pipeline Project: DEP issued a Chapter 102 permit for a project impacting Havens Run, Right Branch Cooks Run (Exceptional Value), Left Branch Cooks Run (Exceptional Value), Brewer Fork (Exceptional Value), One-Half Mile Hollow (Exceptional Value) and North Creek (Exceptional Value) for the project located in Shippen Twp., Cameron County.  (PA Bulletin, page 7080)
