Hydrogen Tax Credit Changes, Riparian Buffers, Light Pollution On House Environmental Committee Agenda For Dec. 13

The
House Environmental Resources and Energy Committee is scheduled to meet December 13 on legislation to change the state hydrogen production tax credit, protect streams with riparian buffers and reduce light pollution.

The bills include--

-- Change Hydrogen Tax Credit To Make It More Green:  House Bill 1215 (Vitali-D- Delaware) the state Act 108 tax credit for hydrogen production would be limited to hydrogen produced for hard-to-electrify sectors, expanded to include a larger incentive to companies using hydrogen produced from renewable energy sources and requires hydrogen producing companies to sequester a larger proportion of carbon emissions to receive the tax credit (sponsor summary). 

In May, the Committee held its first hearing on hydrogen hubs and climate change, before Pennsylvania was selected for two hydrogen hubsRead more here.

In June, the Committee was scheduled to consider House Bill 1215, but the Committee passed over the bill.  Read more here.

-- Riparian Buffer Stream Protection: House Bill 1275 (Webster-D-Montgomery) authorizes municipalities to protect water quality and reduce flooding by protecting streams with forested buffers. The Committee held a hearing on the bill October 2.  Read more here.

-- Reducing Light Pollution: House Bill 1803 (Pielli-D-Chester) requiring the use of light fixtures that reduce light pollution in state-owned or leased buildings (sponsor summary)
