PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - March 9

The following DEP notices were published in the
March 9 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- American Refining Group Refinery: DEP received a Risk Assessment concerning remediation of soil contaminated with Benzene, Toluene, Ethyl Ben- zene, Xylenes (total), Cumene (Isopropylbenzene), Methyl tert-Butyl Ether, Naphthalene, Trimethyl benzene, 1,2,4- (Trimethyl benzene, 1,3,4-), Trimethyl benzene, 1,3,5-, Fluorene, Phenanthrene, Anthracene, Pyrene, Chrysene, Benzo(a)anthracene, Benzo(b)fluoranthene, Benzo(a)- pyrene, Benzo(g,h,i)perylene and groundwater contaminated: Benzene, Toluene, Ethyl Benzene, Xylenes (total), Cumene (Iso- propylbenzene), Methyl tert-Butyl Ether, Naphthalene, Trimethyl benzene, 1,2,4-(Trimethyl benzene, 1,3,4-), Trim- ethyl benzene, 1,3,5-, Phenanthrene, Pyrene, Chrysene for EU-6 for the facility located in Bradford Twp., McKean County.   (PA Bulletin, page 1251)


2024 Act 2 Oil & Gas Facility Pollution Cleanups--

So far in 2024, DEP received or acted on 67 Act 2 Land Recycling notices related to 67 oil and gas facility site cleanups.


Waste Permits

-- Range Resources-Appalachia, LLC - Hopewell 18 Tank Pa Reuse Water Storage Facility: DEP invites comments within 60 days on an WMGR123 General Permit for oil and gas wastewater treatment for the facility located in Hopewell Twp., Washington County.  (PA Bulletin, page 1226)

-- Range Resources-Appalachia, LLC - Hanover 32 Tank Pa Reuse Water Storage Facility: DEP invites comments within 60 days on an WMGR123 General Permit for oil and gas wastewater treatment for the facility located in Hanover Twp., Washington County.  (PA Bulletin, page 1226)


Air Quality Permits

-- Columbia Gas Transmission, LLC - Gettysburg Compressor Station: DEP invites comments on the renewal of a Title V Air Quality Permit covering multiple air pollution sources at the facility located in Straban Twp., Adams County.  (PA Bulletin, page 1228)

-- Sunoco Midstream, LLC - Mechanicsburg Petroleum Terminal: DEP invites comments on a State Only Air Quality Permit covering multiple air pollution sources at the facility located in Hampden Twp, Cumberland County.  (PA Bulletin, page 1229)

-- CNX Midstream Operating Co., LLC: DEP issued a GP-5 Air Quality General Permit covering multiple air pollution sources at a compressor station located in Richhill Twp., Greene County.  (PA Bulletin, page 1254)

-- CNX Gas Company, LLC - MOR-42 Shale Gas Well Pad: DEP issued a GP-5A Air Quality General Permit covering multiple air pollution sources at its well pad located in East Finley Twp., Washington County. (PA Bulletin, page 1254)

-- Range Resources-Appalachia, LLC - Brownlee Kelley Unit 12333 Shale Gas Welll Pad: DEP issued a GP-5A Air Quality General Permit covering multiple sources of air pollution at the well pad located in Hopewell Twp., Washington County. (PA Bulletin, page 1254)

-- Range Resources-Appalachia, LLC - Brownlee Michael Unit 11860 Shale Gas Welll Pad: DEP issued a GP-5A Air Quality General Permit covering multiple sources of air pollution at the well pad located in Buffalo Twp., Washington County. (PA Bulletin, page 1254)

-- Eastern Gas Transmission and Storage, Inc. - EGTS South Oakford Compressor Station: DEP renewed a Title V Air Quality permit covering multiple sources of air pollution for the facility located in Hempfield Twp., Westmoreland County. (PA Bulletin, page 1255)

-- Beaver Dam Energy, LLC Natural Gas-Fired Power Plant: DEP issued a revised State Only Air Quality Permit making changes to responsible officials and contact persons for the facility located in Canton Twp., Bradford County.  (PA Bulletin, page 1256)

-- Milan Energy, LLC Natural Gas-Fired Power Plant: DEP issued a revised State Only Air Quality Permit making changes to responsible officials and contact persons for the facility located in Smithfield Twp., Bradford County.  (PA Bulletin, page 1256)

-- Alpaca Energy, LLC Natural Gas-Fired Power Plant: DEP issued a revised State Only Air Quality Permit making changes to responsible officials and contact persons for the facility located in Canton Twp., Bradford County.  (PA Bulletin, page 1256)

--Wolf Run Energy, LLC Natural Gas-Fired Power Plant: DEP issued a revised State Only Air Quality Permit making changes to responsible officials and contact persons for the facility located in Wilmont Twp., Bradford County.  (PA Bulletin, page 1256)

-- XTO Energy, Inc. - Mountain Gathering Shale Gas Welll Pad: DEP authorized a deminimis increase in air emissions from the well pad located in Penn Twp., Butler County.  (PA Bulletin, page 1256)


Individual NPDES Stormwater Permit

-- Philadelphia Energy Solutions Refinery and Marketing LLC - Bellwether District: DEP invites comments on an individual NPDES Stormwater Permit for the redevelopment of the former Philadelphia Energy Solutions Refinery site located in the City of Philadelphia.  (PA Bulletin, page 1218)


Chapter 105 Encroachment Permits

-- Chesapeake Appalachia LLC - 16-Inch Water Pipeline: DEP invites comments on a Chapter 105 application for a pipeline project involving multiple stream crossings impacing a tributary to the Little Loyalsock Creek (Exceptional Value) and multiple wetlands in Cherry Twp., Sullivan County.
