Environmental Hearing Board: CNX May Use Deposition To Punish Citizen Advocate
On May 22, the Environmental Hearing Board issued a ruling in an appeal of a DEP water supply contamination determination involving the CNX Gas Company that agreed with a Center for Coalfield Justice assertion there was “acute” danger in CNX misusing a deposition in the case to “punish” an environmental advocate for her advocacy against CNX. Road Dumping Conventional Wastewater Continues
On May 8, 2025 surveillance cameras again caught the latest incidents of conventional oil and gas wastewater being dumped on a section of a dirt road paved with tar and stone chips in Warren County-- this time at about 1:43 a.m. in the morning.
The photos show a bigger tank truck like the ones routinely used by conventional oil and gas well companies to haul wastewater.
You can clearly see wastewater running off the road shining when the light hits it at night.
Subsequent photos of the road after this event clearly show evidence of the late night dumping.
DEP is investigating the incidents, but with road dumping happening at all hours and especially at night, it is difficult to get the evidence needed to identify the individuals responsible and take action. Read more now.
A new joint paper published in April [PDF] by the Health Effects Institute Energy and the US Geological Survey did a review of 236 studies to help identify health and environmental impacts of oil and gas wastewater from onshore conventional and unconventional shale gas operations. Read more now.
Pipeline Construction Starts For Replacement Water In Dimock, 20 Years After Shale Gas Contamination
On May 22, Pennsylvania American Water announced it has begun construction on a water pipeline that will serve Dimock Township in Susquehanna County.
This marks the second phase of a multi-year project to develop a public groundwater supply and build a new drinking water system for residents whose wells were contaminated by shale gas drilling 20 years ago. Read more here.

Prosperity Oil Co Inc. - Violations: 1 Abandoned Conventional Well
May 19, 2025 inspection of the A Bailey 8 conventional well in Hanover Township, Washington County found the well abandoned, not plugged and venting a significant amount of gas. The owner also failed to submit annual production, waste generation and well integrity reports. Violations issued. Response requested by June 6. DEP inspection report. Prosperity Oil holds 62 permits.

Prosperity Oil Co. Inc. - Violations: 5 Abandoned Conventional Well
May 15, 2024 inspection of the J. Savage 5, G. Tennan 9, G. Tennan 14, Stevenson Heirs 2, W. Potts Heirs 1 conventional wells in Hanover Township, Washington County found them all abandoned and not plugged. Other violations include failing to submit annual production, waste generation and well integrity reports, leaking or rotted out wastewater tanks and leaking gas. No response requested.
EQT Production Co. - Violations: Abandoned Conventional Well
May 15, 2025 inspection of the Bickerton Heirs 1 conventional well in Clairton City, Allegheny County found the well abandoned, not plugged and leaking gas. Violations issued. Response requested by June 3. DEP inspection report.
OneXXX Prod & Exploration Corp. - Violations: Abandoned Conventional Well
May 14, 2025 inspection of the Joe Cowden W8 conventional well in Mount Pleasant Township, Washington County found the well abandoned and not plugged. The well was reported as producing but there was no production equipment. Violations issued. Response requested by June 2. DEP inspection report. OneXXX holds 111 permits.
The nearby Dhans#2 W-10 conventional well by the same owner was also inspected and found to be venting gas. Response also requested by June 2. DEP inspection report.
Robert F. Phipps - Violations: 1 Abandoned Conventional Well
May 8, 2025 inspection of the Robert Phipps P&P9 conventional well in Clinton Township, Venango County found the well abandoned and not plugged. Owner also failed to submit annual production, waste generation and well integrity reports. This well had never been inspected before by DEP. Violations issued. No response requested. DEP inspection report. Phipps holds 76 permits.
Nearby Robert Phipps P&P 8 was also inspected. Owner failed to submit annual production, waste generation and well integrity reports. This well was not declared abandoned even though it was in the same status as P&P9. DEP inspection report.
5 Abandoned Shale Gas Wells
Big Dog Energy LLC - Violations: 1 Abandoned Shale Gas Well
May 22, 2025 inspection of the Lonchena P1 shale gas well in Forward Township, Butler County found the well abandoned and not plugged. The well was drilled in October 2008. Violations were issued for abandonment and for failing to monitor well integrity. Response requested by June 5. DEP inspection report. Big Dog holds 26 permits.
Rice Drillling B LLC [EQT] - Violations 2 Abandoned Shale Gas Wells
May 20, 2025 inspections of the Roger Parry 5H and Roger Parry 7H shale gas wells in Aleppo Township, Greene County found them abandoned and not plugged. Both wells were drilled in December 2014. Original abandonment violation issued for 7H well on March 4, 2025. Violations issued or continued. Response requested by June 9. Rice Drilling B holds 374 permits.
Diversified Prod LLC - Violations: 2 Abandoned Shale Gas Wells, Cryptocurrency Site
May 6, 2025 follow-up inspection on the Longhorn shale gas wells 590830 and 590835 in Horton Township, Elk County found them still abandoned and not plugged. The original violations for abandonment and removal of the cryptocurrency mining electronic equipment from this site were issued on March 3, 2025. DEP notes this is also a violation of the Consent Order and Agreement with the well owner dated August 3, 2023, but no specific violation was issued for that infraction. There was no change in the status of the site since the March 3 inspection. Violations continued. No requests made of well owner. DEP inspection report. DEP inspection report.

Failure To Comply With Order To Plug Abandoned Shale Gas Well
LPR Energy LLC - Violation: Failed To Comply With Order To Plug Shale Gas Well
May 5, 2025 inspection of the Humberston Unit 1H shale gas well in Henry Clay Township, Fayette County found the well abandoned and not plugged. The owner failed to comply with an August 31, 2021 consent order and agreement to plug this well. It is classified as abandoned. Well was drilled in 2011. Original violation issued for failing to comply with DEP order issued March 7, 2025. Violation continued. Request response by June 5. DEP inspection report. LPR Energy holds 42 permits.

Chesapeake Appalachia LLC - Violations: Shale Gas Wastewater Release, Containment Failure
May 20, 2025 inspection of the Boy Scouts shale gas well pad in Elkland Township, Sullivan County in response to a notification of a release found a wastewater spill. Further investigation found a hole in the containment around the wastewater storage tanks. Violations were issued. Response requested by June 12. DEP inspection report.
Big Dog Energy LLC - Violations: Releases On Shale Gas Well Pad
May 15, 2025 follow-up inspection of the Schimizzi S&M 1 shale gas well pad in Hempfield Township, Westmoreland County found “no corrective action has been taken onsite” since violations issued for releases on March 25, 2025. Secondary containment was not installed around tanks. No response to violations or requested information from well owner. Well tags now say Dorso LP may own well. No response requested. DEP inspection report.
Raymond D. Langer - Violations: Conventional Wastewater Release (28 Months)
May 14, 2025 follow-up inspection of the Lorish 1 conventional well site in Robinson Township, Allegheny County found no evidence the well owner complied with a Compliance Order issued on March 24, 2025 to clean up multiple spills and other violations at the site. An email response from the well owner on May 7 said “we are working on the violations,” but there was no evidence of that during the inspection. The owner also indicated the property was sold. Original violations were issued January 11, 2023. Violations continued for failing to comply with the Order. No response requested. May 14- DEP inspection report. May 14- DEP inspection report. Raymond D. Langer - Violations: Conventional Wastewater Release (28 Months)
May 14, 2025 follow-up inspection of the J. Riddle 2 conventional well site in Robinson Township, Allegheny County found little evidence the well owner complied with a Compliance Order issued on March 24, 2025 to clean up multiple spills and other violations at the site. Joanne R. Tudor - Violations: Conventional Well Fluid Releases
May 21, 2025 follow-up on the inspection of the Thomas Carroll 1 conventional well in Brokenstraw Township, Warren County that found a release of fluids at the site. The owner also failed to submit annual production and waste generation/disposal and well integrity reports. Owner responded to the original May 7 violations by saying “going to make attempts to get the well back into compliance and clean up the area around the well location. The operator also indicated they are pursuing selling or transferring the well to another operator. They will keep the department notified if they are going to transfer the well.” The inspector noted-- “I will conduct an onsite follow up inspection in the near future to determine if the corrections have been completed for the violations.” Violations continued from May 7. No specific response requested. DEP inspection report. Joanne Tudor holds 1 permit.
Powder Mill Gas Co. - Violations: Multiple Conventional Wastewater Releases
May 14, 2025 inspection of the WJ Sigwoth 66A 3 conventional well in Mahoning Township, Armstrong County found multiple releases and the well head, pipes and surrounding ground “all coated or soaked with produced fluids.” There were also multiple erosion and sedimentation violations. Violations issued. Response requested by May 30. DEP inspection report. Powder Mill Gas holds 208 permits.
Washington Energy Co LLC - Violations: Conventional Wells Venting Gas
May 20, 2025 inspection of the AJ Moore 5 conventional well in Mount Pleasant Township, Washington County found the well venting gas. This well is “active”, but had zero production for 3 years and is “temporarily” shut in, according to the report. [Note: should have been considered abandoned.] Violations issued. Response requested by June 9. DEP inspection report. Washington Energy holds 121 permits.
MTN Energy - Violations: Conventional Wells Venting Gas (4 Months)
May 12, 2025 inspections of the Gump 1 and Bissett 1 conventional wells in Freeport Township, Greene County found they are still venting gas. Original violations issued January 16, 2025. No action taken to correct the violations. Response requested by May 30. MTN Energy holds 44 permits.

Water Supply Contamination/Stray Gas Investigations
Armstrong County, Kittanning Township
May 20, 2025 inspection of the EQT Production Co. WW Egley 3277 conventional well as part of an ongoing stray gas case involving a private water supply about 2,230 feet from this well. No gas was detected from slam bar holes or the well. DEP inspection report.
A Kriebel Natural Gas Co LLC Rock 1 conventional well within about 2,250 feet of the water supply was inspected, but no gas was detected. DEP inspection report.
A Redmill Drilling Oris M. Schrecengost 3-98 and Andrew Bayer 1 conventional wells within 1,650 feet and 2,440 feets, respectively, of the water supply were inspection, but no gas was detected.
A Snyder Bros Inc. Oris M. Schrecengost 2 conventional well within 1,650 feet of the water supply was inspected, but no gas was detected. DEP inspection report.
A VEC Energy LLC A. Bayer 3 conventional well within 2,070 feet of the water supply was inspected, but no gas was detected. DEP inspection report.
Indiana County, Armstrong Township (2 Months)
May 20, 2025 did another inspection of the US Energy Exploration Corp. Fred A. Musser GW1840 conventional well as part of an ongoing stray gas migration case involving a private water supply about 1,700 feet from this well. DEP was just at this well May 14. DEP again found gas was migrating from the well bore in four new slam bar holes around the well and venting gas into the atmosphere. Original violations for well integrity failure and venting gas were issued March 26, 2025. No action was taken by the owner to correct the problems or conduct an investigation of well integrity. The well was also inspected on April 11, 2025 and May 1, 2025. Violations for continued from March 26. No request made of well owner. DEP inspection report.

May 13, 2025 inspection of the Aukema 4H shale gas well in Meshoppen Township, Wyoming County as part of ongoing monitoring of well casing/cementing failure in October 2020. Gas continued to be detected outside the surface casing. Monitoring will continue. DEP inspection report.
