I freely confess from my ivory tower located in deep-blue Massachusetts that I don’t always agree with the TCEQ. Guidance is non-binding, often not media-specific, and no substitute for rulemaking , which would provide state agencies with authority to consistently apply CRAs and CIAs in decision making as contemplated by EPA.

I have to confess that it has always seemed ironic to me that current (and prior) generations got to benefit from the economic activity that caused climate change, and also get to decide how valuable it is to future generations to take actions to fix the mess that we all made.

I also don’t pretend to know whether a comprehensive system would be superior to the patchwork (though I will confess to a lingering preference for the elegance of federal tax-and-dividend or tax-and-invest legislation). Personally, I don’t pretend to know what our regulatory framework is going to look like in 2030, let along 2050.

I also hear unsolicited confessions. One of the more odd ones is the way that people (specifically: men) feel the need to apologise to me when ordering a burger in my presence as if I was personal friends with the cow. I never criticise my friends over their choices – that would be a good way to not have any friends.

I have to confess that I do not quite understand what is envisaged here. Having users define changes in emissions and land use and having instant updates to projections will not be possible using actual climate models, so perhaps the idea is to use emulators informed by machine learning?
