Yang Fuqiang thinks it is unreasonable to make energy-producing provinces such as Inner Mongolia solely responsible for cutting carbon emissions. If it benefits, it has to help cut carbon. Yet the industry still causes pollution and carbon emissions. Power importers are likely to prefer green power.
