The decline probably wasn’t due to environmental regulation. Coal began to really plunge in 2012, three years before Obama’s Clean Power Plan was issued. Regulation may have made a difference, since coal requires more extensive pollution controls than competing fuels. But this could only have a contributing factor.

On June 14, House Bill 1467 was introduced to establish an Oil and Natural Gas Facility Health Impacts Assessment Program in the Department of Health. The Department of Health is required to establish an Oil and Natural Gas Production Health Registry to track public exposures and health impacts from oil and natural gas facilities.

Equitrans appealed DEP’s actions because it said the Rager Mountain facility was an interstate facility regulated by the U.S. Pennsylvania has 48 active underground natural gas storage fields in 26 counties, most in the western half of the state. Wells serving these fields are regulated as conventional oil and gas wells by DEP.

On December 27, 2022-- Christmas week-- a malfunction at the CNX Oak Springs Natural Gas Pipeline Pigging Station in South Franklin Township, Washington County resulted in the release of an estimated 1.1 million cubic feet of natural gas and hazardous air pollutants. From approximately 10:14 a.m. to at least 11:55 a.m.

On April 24, DEP inspectors, responding to a citizen complaint, found two conventional wells continuing to vent natural gas in Hanover Township, Washington County. The DEP inspector found significant natural gas readings around the well head of the water well which has been disconnected from the house and is no longer in use.
